I know, I know. I'm probably boring you to death by going through the Cap and Trade bill with a fine tooth comb.

But today, let's talk about how it would direct money to the working poor in America.

On page 1193, the bill would add a section to the Social Security Act on an "Energy Refund Program."

Basically, those making no more than 150% of the poverty line, would get monthly cash payments from the government to offset the extra costs that are caused by this bill.

In other words, as your energy bill goes up, the feds will help offset that increase.

That would mean single individuals making about $17,000 a year and families of four with $33,000 in income would be eligible for energy payments.

The bill would also tinker with the Earned Income Tax Credit, by doubling the EITC for those with no dependents, and include an inflation adjustment. That's on page 1209.

Then there is an interesting section right after the EITC language, Sec. 433, "Protection of Social Security and Medicare Trust Funds."

From the way I read it, the administrators of Medicare and Social Security would be able to tap into general revenues of the U.S. Government, if it is determined that the Cap and Trade bill has resulted in a reduction of revenues going into those two trust funds.

Let's say that again. The chieftains of Medicare and Social Security would be able to lay claim to tax dollars to offset money that did NOT come into the trust funds because of a loss of jobs attributed to the Cap and Trade bill.

The goal is to "place the Trust Fund in the same position at the end of such fiscal year as the position in which it would have been if such changes had not occurred."

And by the way, this is one of those 20 sections in the bill where "such sums" as necessary would be authorized.

So let's just review these three items:

* Payments to those making up to 150% of the poverty line to offset the costs of the Cap & Trade bill
* A doubling of the EITC for low income workers with no dependents who qualify for aid
* An open-ended funding of Medicare and Social Security money to deal with job losses and lower tax revenues caused by Cap & Trade

    I can't find the cap and trade bill...not at the white house site, not at the House site, not from google. Good grief, where is it. What am I waiting for? To read the bill.

    Why does everyone in the media, including the Godfather of Talk radio, report on the reason that elected Republicans do or don't vote a particular way on a bill, as "she/he wants to protect her/his seat" as though that's okay? Job security isn't why we send these folks to DC. It's to do what's best for America, right? Why do we all accept that as sound reasoning? I DON'T CARE ABOUT YOUR JOB, I CARE ABOUT THE FUTURE OF THIS NATION!!!

  • Boehner read & reported on the amendment
    I hope y'all noticed that Rep. John Boehner did, at least, read the 300-page amendment submitted at 3:00 a.m. on the day of the vote, and he dissected it before the House (appearing on C-Span). Hard to know if he had time to read the actual bill, though, and lots of the amendment referenced back to the bill. Amendments do that, you know.

    I don't know if the MSM reported on that dissection--I not longer pay attention to the Obama cheerleaders.

    Jamie, thanks for all the hard work you do. I think it is evident to everyone that not many folks who pass these bills actually read them (or at least know what is in them). What we need is a law, under threat of perjury, that requires Congresspersons and Senators to sign an affidavit that they or their representative have read the bills in their entirety. Unfortunately, we'd have to trust them . . . or perhaps have a "pop quiz" during the vote!!

    Brian Sussman on American Thinker found some of what you found but he also found this gem - A federal 3-year "unemployment" scheme for those who lose their jobs to this bill...

    '...on page 973 we discover that for workers who lose their manufacturing jobs because the caps on their companies are too repressive, and their employer either has to shut down, or move operations to the Third World to avoid regulation, the "adversely affected worker" shall receive 70 percent of their prior weekly wage, "payable for a period not longer than 156 weeks." In addition, on pages 986-987 we read the unemployed worker can submit up to $1,500 in job search reimbursements, and get another $1,500 to cover his moving expenses.'

    Of course, why would a congressman vote for something he hasn't read? Probably because he is promised campaign money, chairmanships, anything to fill his pockets for his pocket. Now what is that pesky word for buying someone's vote..........

    This is why I wonder why people look to government to solve much of anything. Everyone always argues about their "perfect" version of legislation to address some problem. The reality is that version never exists in the real world.

    maybe I misunderstand what you are saying here. You say "the feds will offset" your energy bill if you earn less than 150% of poverty level wage. I think you mean that I and other responsible taxpayers will be offsetting this person's energy bill and not the govt.

For what it's worth, your information has been enlightening enough to prod me into contacting my Senators. They are both Republicans, so I'm doubtful it will have much effect.
