Here is a quick piece of a section in the new health care reform bill from Democrats that talks about the "tax" that is levied on individuals for not buying health insurance.

16 ''Subpart A--Tax on Individuals Without Acceptable
17 Health Care Coverage
''Sec. 59B. Tax on individuals without acceptable health care coverage.
18 ''SEC. 59B. TAX ON INDIVIDUALS WITHOUT ACCEPTABLE
19 HEALTH CARE COVERAGE.
20 ''(a) TAX IMPOSED.--In the case of any individual
21 who does not meet the requirements of subsection (d) at
22 any time during the taxable year, there is hereby imposed
23 a tax equal to 2.5 percent of the excess of--
1 ''(1) the taxpayer's modified adjusted gross in
2 come for the taxable year, over
3 ''(2) the amount of gross income specified in
4 section 6012(a)(1) with respect to the taxpayer.
5 ''(b) LIMITATIONS.--
6 ''(1) TAX LIMITED TO AVERAGE PREMIUM.--
7 ''(A) IN GENERAL.--The tax imposed
8 under subsection (a) with respect to any tax9
payer for any taxable year shall not exceed the
10 applicable national average premium for such
11 taxable year.
12 ''(B) APPLICABLE NATIONAL AVERAGE
13 PREMIUM.--
14 ''(i) IN GENERAL.--For purposes of
15 subparagraph (A), the 'applicable national
16 average premium' means, with respect to
17 any taxable year, the average premium (as
18 determined by the Secretary, in coordina19
tion with the Health Choices Commis20
sioner) for self-only coverage under a basic
21 plan which is offered in a Health Insur22
ance Exchange for the calendar year in
23 which such taxable year begins.
24 ''(ii) FAILURE TO PROVIDE COVERAGE
25 FOR MORE THAN ONE INDIVIDUAL.--In the
1 case of any taxpayer who fails to meet the
2 requirements of subsection (e) with respect
3 to more than one individual during the tax4
able year, clause (i) shall be applied by
5 substituting 'family coverage' for 'self-only
6 coverage'.
7 ''(2) PRORATION FOR PART YEAR FAILURES.--
8 The tax imposed under subsection (a) with respect
9 to any taxpayer for any taxable year shall not exceed
10 the amount which bears the same ratio to the
11 amount of tax so imposed (determined without re12
gard to this paragraph and after application of para13
graph (1)) as--
14 ''(A) the aggregate periods during such
15 taxable year for which such individual failed to
16 meet the requirements of subsection (d), bears
17 to
18 ''(B) the entire taxable year.

  • Taxes and health ins.
    The government wants healthe ins. for everyone well all they have to do is bring industry back to the U.S. and put people to work and the employers would provide ins. plus we would again have a tax base to pay for government programs. The Obama government needs to look at itself to save money by cutting pork barrel projects. He needs to park the jet and stay home and work on the problems of the U.S.A. The leaders of these other nations don't give a rats butt about us all they want is all the money they can get from us to put in their secret bank accounts. Anyone with a half brain and one eye knows that a nation has to have industry to have a prosperity and growth. Well that seems to leave out O and his subjects.
  • Health care
    Will someone explain to me why we need this program. We can't afford it. It would sure save a lot of money if congress would take 6 month vacation at home.
  • Employer Tax
    Starting on pg. 183, there is a section concerning a tax on employers who don't provide health care. Fortunately, our magnanimous government overlords seem to have exempted small businesses from this tax.
  • Starting costs.
    From what I read, the bill authorizes a two billion dollar loan from the treasury, which has to be paid back over ten years, to get this program started. I know this sort of thing probably happens with new programs, but it just sounds funny. The government is taking out a loan from government which they have to pay back to themselves over 10 years. If that "loan" gets paid back, I will eat my hat.
  • Wake-up people
    Our freely elected leaders, who serve without term limits, are going to nickel and dime us on this healthcare for everyone idea. Since when did it become my responsibility to pay for the triple-bypass for that irresponsible a**hole who can't stop stuffing his face with double cheese burgers. Take some responsiblitiy for your own health! (If I sound insensitive, get over it).
  • "Such Sums"
    Additional money ("such sums as may be necessary") is called for 12 times in the bill.
  • Surcharge on High Income Individuals
    On Saturday the Washington Post reported that the surcharge on high income individuals might be as high as 3%. (http://www.washingtonpost.com/wp-dyn/content/article/2009/07/11/AR2009071100482.html)

    Page 198, the bill has that number set at 5.4% for taxpayers other than a corporation with an income exceeding one million.

    Where does that put our highest tax bracket now after the Bush tax cuts expire? I have a feeling the number is going to make me wince.
  • More money already
    Starting on pg. 401 there is a call for numerous studies relating to the use of interpreters (govt paid). The studies are funded by the bill, however the money to implement the program is approved using "such sums as are necessary." As you may have guessed I have not read the entire bill yet, but my early hunch is that they are bring down cost estimates by approving funding for as yet vaguely defined programs that will be funded with "such sums as are necessary."
