It shouldn't be any shocker that lawmakers would change their votes on something like the health reform bill with the understanding that they might get a project here or there courtesy of the White House.

But usually, you don't see the members of Congress who won the deals advertising them in public.

For example, Rep. Jim Costa (D-CA) made clear he had won money for a medical school in his Fresno-based district and more.

"During my negotiations to help improve the bill for our Valley, I was able to achieve funding for a medical school in the Valley, with studies at UC Merced and residency in Fresno, as well as additional incentives to bring health professionals to our Valley," Costa said in a statement.

Rep. Dennis Cardoza (D-CA) - who last week was quoted as saying he was leaning against the bill - said he won $167 million in health care funding for hospitals in his district.

I went through the final version of the House bill, as printed in the Congressional Record, and couldn't find anything related to what these members were taking credit for, which means that probably would be worked out through grant funding by the Obama Administration.

Meanwhile, Cardoza and Costa also announced on Monday that the Department of Interior had agreed to help with a series of items related to the giant Central Valley water project in the San Joaquin Valley.

• Undertake a National Academy of Sciences 6 month review of all the factors in the decline of the Delta
• 2-Gate Fish Protection Demonstration Project-coordination and funding
• Delta Mendota Canal and California Aqueduct Intertie-coordination and funding
• Completion ofa iongRtenn. multi-year water transfer program
• Develop a program to coordinate schedules on North to South transfers
• Support pennanent refonn ofintra county East-West transfers within the CVP
• Patterson Irrigation District Pumping Plant and Fish Screen
• Patterson Irrigation District Pipeline Project
• Diversify Level 2/Level IV Refuge Program
• Announce 2011 rescheduled water decision in the Spring, 2010
• Additional federal support for the Westside Water Use Efficiency and Conservation program
• Support the removal of restrictions under the Emergency Drought Relief Act which restrict funds to temporary projects
• Mendota Dam Replacement
• San Luis Drain Rehabilitation
• Allow the use of Whiskeytown Reservoir to be used to meet the water supply needs of the most impacted areas
• Work in collaboration with the state on the development ofa long tenn 10int Point of Diversion program
• Friant-Kern and Madera Canals Capacity Correction
• Friant-Kern Canal Reverse Flow
• Pipeline Replacements in the San Luis Unit
• Westlands Water District Reclamation Project for drainage impacted areas and reclamation of poor groundwater
• West Stanislaus Irrigation District fish screen and pipeline
• Stockton East Water District intake structure and fish screen
• Merced Irrigation District New Exchequer Dam Spillway Modification Project

Wouldn't you love to know what other goodies were handed out before the House vote?

    So, it is the usual political shenanigans....at least we have the transparency of these two....and now, of course, they can get re-elected because they got all this "trade-off" for their districts at the expense of a really bad 1.2 Trillion deficit increase....gosh, just makes you proud to be a Californian !!!! Wonder which "state" will sink first; California or USA?????

    So we deficit spend to pass a bill that will increase the deficit. Brilliant. I belive that this is only the begining of the lying, cheating, and stealing that will occur to get this bill through. We are in big trouble
  • "Hand-outs"
    Yes, it would be nice to tie the entitlements to the Congressman's vote. I think it would be quite the challenge, since as you found the "gift" may not appear directly in the healthcare bill.
