I have an idea to fix our state's recycling problem. It goes like this:<br> <br> Provide curbside pickup for recyclables. Give customers 2 bins, a blue one, and a green one. Have them put newspapers, magazines, junkmail, phonebooks in the blue one, and aluminum, glass, and plastic in the green one.<br> Next, put no limit on the amount of separated recyclables, but allow only 10-20 pounds a week for "trashcan" stuff.<br> For every pound that a resident exceeds his poundage limit, add $5.00 to his garbage bill.<br> Everyone benefits from this: The recyclables get sold off, and we minize what gets placed into our landfills. Those too stubborn to recycle get to subsidise the garbage bills of those who agree that recycling is important.
