I find it typical; a person has to search and search for an explaination as to what the money is for, beyond a deparment name. We elect these people and tell them, "go up there, do your job and behave yourselves" but they act like unsupervised 12 year olds. If you aren't watching them every second, they well do the wrong thing almost without fail.
