Lottery Board Considers Atlanta Gambling
(WSB Radio) The Georgia Lottery Board will meet this morning for the first time since a proposal for Underground Atlanta and gambling went public.
Developer Dan O'Leary wants to bring VLT's, or Video Lottery Terminals, to the downtown area, as a way of pumping new life, and a lot of money, into the struggling attraction.
O'Leary's plan would include a 29 story hotel on the site of the Underground, along with restaurants, shopping and, of course, gaming.
"The lottery will own the machines, they will operate the machines and they will collect the money out of the machines," O'Leary tells WSB. That money, he says, would go a long way towards helping students in Georgia.
"The lottery, I believe, last year generated about $850 million for the HOPE scholarship,' O'Leary says. "Our project will add an additional $300 million a year to the coffers of the HOPE scholarship."
He says the money raised by the VLT's would be treated the same as revenues raised by the state lottery. Under his plan, the lottery would get half of the money raised by gaming at the new Underground.
O'Leary also says the project would bring thousands of jobs to the city, while also generating millions in tax revenues.
He believes the proposal does not need to go before the Georgia legislature, because the Lottery Board already has the authority to operate VLT's. So, according to O'Leary, all that is needed is the board's approval.
If the board gives the go-ahead to the plan, O'Leary says the first phase of the project could be completed in just 12 months.

- GamblingThis might be a start, but it is not a true and consumer friendly casino. This will be another tax on the poor. Looking at a machine or scratching a ticket--big deal. What we need are "true" casinos like those found in MS & NV. We need to legalize the game of skill-Poker. This type of entertainment will fill all the revenue needs. This will give the State of GA the shot in the arm that is needed. Mr. Perdue, get your head out the sand. Lets compete with our Southern neighbors. Let the people vote and choose where they want there hard earn money to go. The best place for this would be West Atlanta. Down and out area just primed for redevelopment.
- I think both Ga & Al should legalize gambling, but Downtown Atlanta is the WRONG place for it. The resorts should go in or near parts of the states that need the jobs and money the most. The states should pick 3-4 poor counties to legalize gaming in and only those 3-4 counties. Some of the poorest counties in the states have plenty of room to grow.
- good for the goose...if the state can run gaming machines, why cant private business owners, they want to raise revenue, too. IF you are going to do it, let the stores have their machines back. That way, no matter how much money is taken from those of us that foot the bill of government, we can always get it back from poor people giving us their last dime in hopes of the big payday.

- Underground GamingIf it absolutely has to be done, Underground Atlanta would be the absolute worst place to put a casino. Take it out of the city, away from crime areas, homeless people, a city short on law enforcement and a corrupt, inept City government. What are these people thinking ? Once again, the almighty dollar clouds the mind from clear thinking and rationalization.
- GamblingI think it's a great idea! It is a huge revenue maker, which the state terribly needs. It is an attraction that will get people downtown, since there is not much else. And it will save those of us that love to gamble lots of gas money and airfare.
- GamblingGreat idea but I think a location other than the underground would be more suitable. Revenues would definately increase and attract tourists to boost the economy in GA.
