Child Prostitution Bill
(WSB Radio State Capitol Bureau/AP) -- A state lawmaker and hundreds of child advocates are calling for young girls to be treated as victims and not criminalized as prostitutes.
Sen. Renee Unterman is proposing a bill that would set the minimum age at 16 for prosecuting sex-for-hire.
"There are approximately 400 children per month in the streets of Atlanta that are being prostituted," she says.
Unterman says the bill does not decriminalize prostitution but aims to make people aware that young children are not responsible for sexual acts and need rehabilitation and therapy, not jail time.
"It says that they are a victim and that they deserve services and they will get services in the state of Georgia," she says.
Unterman says more than a $1 million is state money is available to offer those services.
But conservative and Christian groups banned together to oppose the bill. They say it would lead to more prostitution.
"All we would do is be inviting into our state pedophiles and panderers looking for children," says former state Sen. Nancy Schaefer, now president of Eagle Forum of Georgia.
She says correction can also turn a child around and that discipline should not be removed when it comes to children engaging in illegal activity.
Schaefer says there are plenty of Christian organizations that can offer help to child prostitutes without changing the law.

How about the idea of both... a special rehabilitation facility for 'convicted' minors with programs specifically addressing prostitution, drug abuse, etc. They have mandatory time, isolated cell units consisting of only a bed, conduct several mandatory supervised community service activities as well as facility chores throughout the day--ON TOP OF REGULAR THERAPY and online learning. Once their time/sentence is completed, there should be a reintegration to society plan for them... like at least one internship with opportunity for paid part-time employment. I think if you are a repeat offender of any crime, more than 3 times, then Judge should give you on-going mandatory community service work until you reach age 18.
Such rehabilitation facilities should also be networked with women shelters and programs for those children who are 'runaways' and such who are considered unmanageable in the foster care system (children who exhibit strong anger management issues or just have collected an unfortunate abusive history while in the foster sys).
For children convicted of child prostitution from w/history from a 'pimp-like' relationship, there should be a relocation program to release said child to a woman's shelter or foster family in a different city. - This bill is protecting children who have been victimized by adults. These children do not want to be prostitutes. Thus, they should not be punished for it. The bill includes language that ensures pimps and johns can still be prosecuted regardless of whether the child is. As opposed to locking a child up behind bars for their own victimization, the bill provides children with the therapy and services they need after going through such a horrifying experience.
This bill does not encourage children to engage in prostitution. It allows children to get help, while still prosecuting the real criminals- pimps and johns. - "Schaefer says there are plenty of Christian organizations that can offer help to child prostitutes without changing the law."
If you already help the children, then you have no problem with making it law. I don't see how this is an objection. - Child ProstitutesChild prostitutes are victims not criminals. The problem with the conservative Christian groups is that they try to paint everything in black or white. They think prostitution=evil=must be punished. They don't want to look at the issue in depth and try to solve the problems. They just believe in punishment. They must believe that if not for strict laws and punishment, our society would be like Sodom and Gomorrah. It's not that simple. They're too stupid to understand the root of the problem and try to solve it. They would rather just make more laws and put everyone, who isn't like them, in jail. Prostitution is illegal and some drugs are illegal and they are still rampant and aren't going away no matter how many strict laws and punishment we have. It's ironic that the Christian position is very un-Christlike.
- Cooperation seems FeasibleThis is the type issue for which consensus building and cooperation should be quite feasible. While there may be differences on the most effective strategies to address the problem, reasonable and responsible adults, and I count both these ladies among them, should be able to, and seek to, work cooperatively, drawing from the best ideas and legitimate concerns of the other, and of other reasonable people. There's no limit to what can be done if it doesn't matter who gets credit.
I agree that the breakdown of the family, the harvest of our 60's sexual liberation, is the greater problem. But child trafficking is a symptom that needs to be addressed. - Minor SexMost people don't realize that underage sex and the drain on the welfare system is the greater problem. We already have laws to address the behavior of adults who victimize children.
- While We're At ItBeef up prosecution of statutory rape. Make these middle school males, who brag about the number of babies they have, face the criminal justice system. Then they can start paying up something when they reach age 18.
- This Bill Doesn't Address...the core issue, which is the breakdown of the family unit!
Abandoned, or run-away kids are what the pedophiles and panderers prey upon, so the intent of this bill in making the public aware that young people aren't responsible isn't relevant.
I suggest both camps get together face to face and talk about how they can help strengthen the family unit. - Seriously?Where is this legislator from? Does she honestly believe that children should not be taught to be responsible, and held accountable for their actions? Doesn't she realize this bill would reward immoral behavior? Doesn't she realize this bill would put more child prostitutes on the streets and make it closer to being socially acceptable and in the long run make matters worse? Is common sense among politicians a thing of the past?

- Child prostitution BillSo the christian group wants the children punished. Doesn't sound very forgiving. Just go ahead and stone them. Then after jail and prison the organizations can offer to help! What does insight does Nancy Schaefer and the christian groups have about the pedophiles and panderers that the rest of does not have? Except maybe that slave owner mentality that must dictate the actions of everyone else.
