Several hundred people, mostly from area churches, turned out for Tuesday night's meeting, where the council adopted a zoning ordinance that strictly limits where adult businesses can locate.

Because that measure was passed before the license request for "Chubby's" was heard, the council was able to deny owner Tom Hudson a permit, noting the location of his proposed store was not zone for that type of business.

Despite an outcry from residents in attendance, the council did not vote on a complete ban of adult businesses.

The attorney for the business owner believes the city's actions are unconstitutional and he plans to challenge the decision in court.
