The new law allows him to hire consultants to customize waivers from the federal government aimed at expanding Medicaid to those making around $12,000 a year and to help lower premiums for those with existing health insurance under the Affordable Care Act.

The bills passed both the House and Senate mostly along party lines with Democrats calling for a full expansion of Medicaid instead.
