JOHNS CREEK, Ga. — Several Georgia law enforcement agencies are now joining the search for a missing mother and lawyer from Indiana.

Ciera Breland and her husband visited metro Atlanta last month. When they returned home, Breland’s husband reported her missing.

A Johns Creek police captain told Channel 2 investigative reporter Mark Winne that Xavier Breland Jr., 37, has not been charged in connection with his wife’s disappearance as of late Monday afternoon.

He was the one who filed the missing person report in Carmel, Indiana, but Winne found some serious allegations about him in connection with another woman.

“At the end of the day, we need to find some answers for the family. We need to find some answers for the 5-month-old child. We need to locate her,” said Johns Creek police Capt. Todd Hood.

Hood said Xavier Breland Jr. is a person of interest in the missing persons case focused on his wife, Ciera Breland, also known as Ciera Locklair.

Winne found loads of documents of interest on Monday which contain serious allegations against Xavier Breland involving another woman, stalking and more.

Some of the time it appears Ciera Locklair was his attorney.

“She was not a family law practitioner, and you could just see that she was in a bad spot having to defend someone that was not a nice person,” attorney Donato “Dan” Palumbo said.

Palumbo said he represents an alleged victim, the mother of two of Xavier Breland Jr.’s children, in civil cases that began before Ciera Locklair Breland’s disappearance in civil cases that began before Ciera Locklair Breland’s disappearance.

“What is your client’s level of fear concerning Breland Jr.? She feels that without help she could be missing or dead,” Palumbo said.

A January 2021 order by Fulton County Judge Alexandra Manning in connection with Palumbo’s client found that Xavier Breland has violated the Family Violence Act by “committing family violence, has placed the Plaintiff in reasonable fear for Plaintiff’s safety, and represents a credible threat to the physical safety of Plaintiff.”

And it ordered Breland to refrain from a number of things.

A document from the alleged victim’s side suggested Breland on or about February 2019 informed her that he would bury her in front of their minor children.

Documents from Breland Jr.’s side said he denied he violated any Family Violence Act and/or other offenses and that he denies telling the petitioner that he will bury her in front of the kids in 2019.

Winne also found a 2021 arrest warrant indicating Xavier Breland had been charged with aggravated stalking. A document indicates another judge ordered a $15,000 bond.

Hood said Xavier Breland at last check was in jail in Indiana awaiting extradition on allegations from Georgia not directly related to his wife’s disappearance.

“You have Georgia Bureau of Investigation, Federal Bureau of Investigation, Carmel Indiana Police Department and City of Johns Creek Police Department all involved in this investigation,” Hood said.

“My heart goes out to Ciera Breland’s family. As a member of the Georgia State Bar, I’m sure all attorneys share the concern that she is found safely,” Palumbo said.

Hood said Johns Creek got involved because police in Carmel, Indiana, asked them to speak with family members the Brelands had recently visited in Johns Creek.

In one document, it seemed the Brelands claimed Palumbo’s client has never been afraid for her safety.
