They can tolerate any kind of pruning really. But when crape myrtles are severely pruned, they may shoot out new growth all along the trunk and from the base. This is a stress response. In this picture, I do see new growth up at the fists, so leave the top alone. Those new shoots out of the side should be thin enough to pinch off or prune. Then energy can go up the trunk and help that new growth at the tops along!
